In the summer of 2008, IHETS and its Board of Directors worked with the State of Indiana Office of Management and Budget to develop a set of measures for tracking and managing future progress that is aligned well with both IHETS’ key goals and with the state's PROBE monitoring process.

IHETS measures its impact and success through several targeted metrics, including:
1. Distance Learning Access Number (Total Distance/Online Enrollment by Term for all member institutions; Target goal: 5% annual growth of July 2008 baseline.)
2009 Performance: 294,023 Total Distance Learning Enrollments (53.86% annual growth)
2. Dollars Saved Number (For all member institutions; Target goal 20% savings annually versus individual action)
2009 Performance: $8,917,784 saved (93% versus market price)
3. Collaboration Measure (formula measure of project numbers, participation, etc.)
2009 Performance: 97% of institutions actively participate in IHETS Services and Programs
