Ken Dvorak, Ph.D.

Dr. Ken Dvorak, IHETS Director of Academic Services, comes to Indianapolis via League City, Texas where he served as the Director of Technology Learning Resources for San Jacinto College District in Pasadena, Texas. Dr. Dvorak has extensive knowledge of educational and distributive learning technologies and their importance for enhancing teaching, learning and assessment. He has worked successfully with university/college administrators, deans, department chairs, and faculty developing innovative teaching and learning programs. He is recognized as a master online instructor from the Michigan Virtual College and has received numerous awards as an innovative teacher in the classroom. He has successfully collaborated with developing distance-learning programs at two community colleges, created online courses, and participated in developing college assessment strategies and online student course evaluations. Dr. Dvorak believes that accessibility is central to the college philosophy for providing education and economic opportunities for 21st century students engaged in a lifetime of learning. He is a published author, past – president of the American Culture Association and officer of the SW/TX Popular/American Culture Association. Dr. Dvorak holds an earned doctorate in American Culture Studies from Bowling Green State University. He arrives in Indy with his wife Karen and Texas puppy Barney who has never seen snow in his life!

 

Bob Noe, PMP

Bob Noe serves as the Director of Operations for the Indiana Higher Education Telecommunications System (IHETS). Noe originally joined IHETS in 2001, initially as a project manager and then as manager of the project management department, and received his Project Management Professional (PMP) certification in 2003. Prior to joining IHETS he served leading private sector companies in the wholesale and contracting segments of the HVAC industry in operations and business development capacities. Noe received his B.S. from Purdue University.

 

Kristen Weaver
Director of Strategic Communications

With a background in television, public relations and public service, Kristen Weaver joins IHETS after six years working for the City of Indianapolis as Public Information Officer and Chief Communications and Marketing Officer for Indy Parks and Recreation. While at the city, Weaver helped lead Indy Parks to become one of four finalists for the National Gold Medal Award for Excellence in Park and Recreation Management, for three consecutive years. Weaver managed the launch of the department’s new Web site in 2004, developed that agency’s first e-newsletter and other collateral materials, and served as the agency's primary spokesperson. Prior to working in the public sector, Weaver worked for a high-tech public relations firm in Cambridge, MA, and as a TV production assistant at the CNN Political Unit in Atlanta, GA, covering the 1996 general election. Weaver - a Fort Wayne, IN, native - earned her B.A. in political science from DePauw University and her M.S. in public relations from Boston University. Her IHETS responsibilities include advocacy via member, media and government relations; marketing and branding; and promotion of the ICN.
