Appendix I: Interinstitutionally produced programs or activities

NOTE: The lease for the satellite system will expire June 30, 2006. IHETS will not support the system after that time and is offering a new service, IHETS Interactive, to replace it. This information is presented for historical purposes only.


Any interinstitutional production will need to be developed according to its unique purposes and the specific institutions involved. The following points represent a model, developed over several years and many such projects, which may provide guidelines for cooperative activities sponsored or produced by two or more member institutions for reception at their own campuses, campuses of other member institutions, or other users.

Sponsorship

One IHETS member institution serves as the primary sponsoring institution. All other participating users function as co-sponsors or receive-only locations.

Origination coordination

The TV origination coordinator for the primary sponsoring institution is the individual through whom co-sponsoring campuses, receiving locations, and IHETS staff communicate. If the primary sponsoring institution is not the producing institution, the sponsor may designate the TV origination coordinator of the producing institution as the contact for scheduling and/or coordination. An institution interested in co-sponsorship or reception should contact the TV origination coordinator as early as possible regarding participation.

Credit courses

Only co-sponsoring institutions may offer an interinstitutionally produced course for their own credit; all others serve as receive sites to offer a course bearing credit from the primary sponsoring institution or one of the co-sponsors.

Support standards

Minimum coordination and technical support standards follow those established for all interinstitutional participation.

Taping and re-use

If the interinstitutionally-produced television activity is available on videotape, arrangements for repeat usage of the tapes should be made with the TV origination coordinator of the primary sponsoring institution, including determination of costs involved in originating and/or revising the tapes for re-use.

Cost- and income-sharing

The primary sponsoring institution assumes responsibility for determining its own costs for production and/or origination administration and determines the prorated share of general and other originating costs to each campus serving as a co-sponsor or receiving campus.

Co-sponsoring institutions or campuses assume a share of the originating and receiving costs and retain all fee income they collect. Co-sponsoring institutions that are also receive sites assume responsibility for their own receiving costs as well as share in the general originating and other costs identified by the primary sponsoring institution.

Receive-only locations are reimbursed only for their agreed-upon charges and normally do not share in excess revenue over expenses or in losses from the activity.
