IPSE Student Services Forum 2007
Overview
Over the past three years, the Indiana Partnership for Statewide Education (IPSE) has carefully considered the Home Institution Model originally adopted in 1994 with a view to updating language and making it attractive for more colleges and universities to participate. In June 2006 the existing IPSE committee voted to approve a final version pending review by the chief academic officers prior to forwarding the revision to the IHETS Board of Directors for final approval.
In that review process, two of the most active originating institutions identified serious negative financial consequences for their institutions. The current IPSE took up further discussion in March 2007, creating an ad hoc task group to search for ways to resolve the problem. Seeking options, the task group discussed possible alternatives with staff of the Commission for Higher Education (CHE) and determined that it may now be desirable to bring the Home Institution Model enrollment reporting into alignment with the CHE procedures for SIS enrollment reports. There may need to be further adjustment to the tuition exchange formula recommended in the 2006 Home Institution Model revision; those discussions are ongoing among the member institutions. A key challenge is to determine whether, how, and when the institutions might be able to align the enrollment reporting practices.
The present need is for direct consultation among student services officers regarding both what is desirable philosophically and what is feasible administratively in order to meet CHE requirements while still preserving student financial aid eligibility and transcripting of credit and grades. Thus, the IPSE has convened an all-day working session to bring together the varied stakeholders to resolve these questions.
